Should recess-appointments by the POTUS be eliminated?

Obama just byped Congress to get a Medicare chief, Dr. Donald Berwick, he wanted in. OK, so ALL the prez's do it. Doesn't make it right. Seems one person gets his/her way & due process gets skipped.
