International political theory?

does anyone know anything about international political though. i was just reading about it somewhere it stated that such a theory puts the emphasis on theorizing as distinct from judging and acting. instead of using moral principles, the theorist questions principles to uncover their presuppositions. i do not get this theory. can someone explain please.
