Old Soviet weapons being bought.?

After the fall of the Iron Curtain arms dealers were buying old Soviet weapons. Then I heard a story about a month ago that drug runners from South America were smuggling cocaine into the US with an old Soviet Sub. How much do you think it would cost (US$) to buy one of these Kilo cl subs and how would the US Coast Guard not Navy catch a sub that is under water that deep?
