Fink Truss Design Question?

I am designing a Fink Truss for a steel design project and I am confused as to when I have to check the bolted connections for block shear. If anyone can explain when you have to check for it, I would be very thankful. Note: I know how to preform the calculation I only need help in determining when the failure needs to be yzed.
